"Active Ageing" is the WHO's contribution to the Second United Nations World Assembly on Ageing in 2002. It celebrates the triumph of an ageing population; describes the concept of "active ageing" and outlines its determinants; addresses the challenges of an ageing population; and puts forward a policy response based on the three pillars of health, participation and security. The document states that:
"It is time for a new paradigm, one that views older people as active participants in an age-integrated society and as active contributors as well as beneficiaries of development."
